No, they are not. In the evenings, Calgary and Edmonton are dead, except for the bar areas, just like Winnipeg. I've never been to Ottawa, so I can't speak for that city. Edmonton, Calgary and Winnipeg are hoping during the day, but not at night. Only Toronto, Montreal and Vancouver fit the description for bustling.
I think that this is something Winnipeg should work on, and can achieve.
