Both.

A hub system would have four to six hubs, where the larger capacity buses run from hub to hub every 10-15 min. Then smaller capacity buses run the shorter winding routes from the hubs and add in some park and ride, preferably parking garage style.

I like,

NW hub-Sherwood Village or Normanview

SE hub- Vic Square

North Hub-Northgate mall

South Hub- Southland Mall

Central Hub- Vic Park/Cornwall

Special Hub- U of R and SIAST

Then the Feeder routes run off of these or one can park and ride. This could also be beneficial to each hub with increased economic activity to malls that will continue to be pinched by big box development. It might be wise to make a bus, bikes and cabs only loop on 11th and 12th from Lorne to Hamilton and pedestrianize Cornwall. I would also pedestrianize Scarth to Vic.
