Politicians, at the maximum, spend 1/4 of their time (approx the election year) worrying about what their voters want. The other time is dedicated to wherever the money is coming from, be it a small wealthy minority, big business, etc.
...and that money is coming from Las Vegas, and Louisiana. There is simply no way casino gambling will ever happen in Texas as long as LV and LA have money to spend on our politicians. Republicans or Democrats in control, lottery or no lottery, it won't matter.
