Most likely they are, the Census uses the housing estimate which usually grossly undercounts both minorities and poor as well as people who live in unincorporated areas. That's why in 2003 San Antonio City was undercounted by almost 50k people which still hasn't been corrected. If the city was that undercounted, I can't even imagine how many people were not included that live in "metro" San Antonio.
