I know I'm off the subject but from what I understand, Philly has the most public pools per capita of any city in the country, but they are swimming in a unfiltered public fountain? It's always been illegal from what I understand, but the citizens are insistent on putting their small children in the fountain.
I've seen many a small child splashing around in that fountain, with swollen diapers full of water. Which is safe to assume the kids are not quite potty trained. I am sure you can fill in the blanks on what will happen next.
