It’s good your positive, but a little tail wagging the dog assessment there. According to your reasoning, India should be the most technologically advanced, innovative country on the planet, by far.
Considering how fast the northern parts of the US are growing, Canada is happy to fleece as much educated labor as it can. The question is, can Canada keep them? I personally know of tons of Indians here in NJ who used Canada as a stepping stone to the US.
