There is one solution for this, raise the level of the floor so the vents are underneath. They actually did this for the part of the Sears Tower Skydeck near the glass ledges, the floor was raised about 18 inches albeit for practical reasons, they needed space underneath for when they need to retract the ledges for maintenance. Anyways on the raised floor portion the vents are at floor level beneath your feet, they should really just raise the floor of the entire observatory and then the vents won't be a problem, as for now the non raised areas have railings next to the vents.
