Putting aside the local control vs. state control differences, I'm not sure the premises are even correct. California seems to be building tons of housing, and I doubt Paris is building more.

Per U.S. Census, through September of this year, here are housing permits for selected California MSAs:

LA: 24,105

Just eyeballing the unit counts, that's something like 76k units, in 9 months, in the largest CA metros (not statewide, not comprehensive). That's a ton of units. Frankly I don't believe Paris is building more, and if it is, that's great; Paris is vastly outbuilding every place in America and probably almost every place in the developed world.

To illustrate further, the "anti-growth" SF MSA is permitting more multifamily units than pro-growth, twice-the-size Chicago, and, by CSA, about as many multifamily units as crazy-growth Miami.
