That's assuming that only tourists who ride the ferry will want to visit the observation wheel. The tourists who ride the ferry are but a fraction of the City's overall tourist. Also, you have to take into account the locals who will visit from the metro region (both NY and NJ). The question I have is whether
too many people would visit, how long would the wait be, etc.
