Probably not. I actually remember them building that interchange when I was a kid. The north Perimeter Hwy. ended at Lagimodiere Blvd. and the bulk of the traffic actually went north on 59 which is why you have a curved low speed 2 lane overpass. Northbound traffic on Lagimodiere had an on-ramp to go over the same bridge and proceed west on the Perimeter. The interchange made sense for the needs of the time, but yes, now it's just a mess in need of a new interchange. Rather stupid that they left a new interchange out when they completed the north Perimeter.
