Even then it wouldn't need twinning since the road to Fort Mac is two lane undivided. Imho, the only highways that may need twinning are 59, at least up to and including 52 to Steinbach, and maybe to Grand Beach, and perhaps 8 to Gimli. But the best way to know for certain is to measure traffic volumes as everyone alluded to.
