The floor and ceiling will be insulated meaning it will have a better R-value than the glass facade. The bill will still be slightly higher though since those units will have way more exterior area than the other units. One of the reasons highrise housing is efficient is that the surface area per dwelling is wayyyy lower than if it were a bunch of SFHs.
