I'm willing to bet the NY Wheel gets built, by a different operator, because most of the infrastructure is in place.
It would be more expensive to rip out the $300 million in wheel-specific infrastructure than it would be to finish the project. The city is probably trying to find someone who will finish this without needing subsidies.
