Houston is only a city in the American context. LA is not as extreme as Houston, but it also isn't urban to the great majority of people in the world.

I've met people from those cities here in Houston and have been to a few of those cities and referenced Houston...and in no way did they see Houston as anything but a large
city. They may acknowledge it is sprawled out and has shit mass transit that comes back to Houston's urbanity or lack there of.
