In terms of relocating the goal posts, my thinking is pick a time well in advanced for the game and put in a mounting bracket in the needed location under the turf to relocate a single goal post. Then place a cover over it and the turf over the cover.
My understanding of the turf they are using is that it is essentially unstructured material, think like sand on a beach. The pieces are longer are connect together to mostly stay fixed in place under normal conditions but if needed you could likely remove a section with minimal work if you needed to scrape off the top to change over some lines.

I would hazard a guess that other than on-air people the NFL would heavily utilize the same crews that work the CFL games at IGF. Not sure if the camera operators, etc are local or travel in for each game. In terms of the on-air talent, while it isn't the exact same setup, they could come in well in advance and work with the local CFL on-air team to go through how game day works. The Bombers could also provider volunteer escorts or similar for things like how to get from the hotel to IGF and then from the parking spot to the broadcast booth/field level. These people are professionals and can quickly adapt to being in a different broadcast booth etc. They don't need a week of time locally to figure out how to call a game. The only piece that would truly requires some additional advanced work would be local colour type stores to run when the game is broadcast but those could be prepared whenever and don't depend on the IGF setup for the game itself.
