Yes, the FP story today discusses the fact there was a study and the idea came from Liquor and Lotteries. The appropriately named Peter "Hak" neglected to mention that when he appeared before the legislative committee - of course, he was sitting next to hard ass political appointee Polly Craik, so he probably feared for his job.
