And I'm highly skeptical of any study that has Southern CA roads ranked worse than Michigan roads. I have never encountered moonscape roads in Southern CA, which is pretty much the norm in Michigan, especially in the Spring.

i’ve been all over california this year and everywhere i turn are spanking new roads (SB1), and i’ve *never* seen anything like worst-case midwestern roads in california...
