Michigan definitely has bad roads. Ohio has the same weather, and has quite decent roads.
And I'm highly skeptical of any study that has Southern CA roads ranked worse than Michigan roads. I have never encountered moonscape roads in Southern CA, which is pretty much the norm in Michigan, especially in the Spring.
