Just found this response to RFP from back in Jan. that provides a few more details...
By looking at the proposal by the runner-up, looks like we missed out on a 16-story building in Tobin Hill. Oh well, 4 stories isn't so bad; better than parking lots, and it'll add over 200 units to the area.
