I vaguely remember an idea to move the rail line east, cutting into hundreds? of millions of dollars of real estate.
In lieu of expropriation and 20 years in the courts, they might just pass the hat to home-owners and raise half the budget for a different strategy (tunnel or otherwise) lol.
