Santa Monica probably, but that might not be considered a real suburb by many.
Same for Beverly Hills/West Hollywood.
I'd go with Pasadena.
For Chicago, Evanston. Oak Park, second. Kind of obvious choices here but I don't remember a lot of interesting burbs there.
