Most proposed buildings in any city are hardly original and look like something proposed before in some other city.

This building has a little of old Frost bank on the side that will most likely face Main Plaza, some characteristics of the courthouse buildings and the white of the municipal building and cathedral.

They can definitely make the middle section look better. Why do they feel it is necessary to break up a building like that? If those rooms have a different function and they want more window space they can do that in a more elegant way instead of putting a concrete box around it.
