It rarley gets as cold as -40, and if it does then that's with the windchill. It's a windy city like Chicago, maybe not as bad. For $1800/month you can live like a king in Winnipeg. Housing is relativley cheap, some of the lowest in western Canada. It's a small city, so your not going to nearly have the culture and atmosphere you have in New York.
