It shouldn't be a problem to fill in the hole...they can use all of the broken promises, shattered dreams, loads of excuses, and most of all ...tons of bull$hit.
But seriously, I hope the City is specific as to what they can fill the hole with and not fill it will crap such as broken concrete etc.
