The perimeter was built when Winnipeg had 500K residents and was mostly too far out to be used by commuters back then unlike today, add to that the always congested Lagimodiere Boulevard (Lag at Dugald usually backed up between 7AM-7PM daily) which should have been upgraded to six lanes a decade or two ago. Bishop is under capacity now as is........
