Yes this building has been very much complete for a few months now. The retail/first floor component is still being worked on but from the way it lights up at night, I would say it is at least half occupied. I pass by there every day on my way to campus and it seems that this building is pretty popular among wealthier (particularly Chinese) international students going to Temple. Also this building was a hot spot for spotted lantern flies back when they were invading the city.
