To the best of my knowledge, Come by Chance started refining crude from Offshore NL a few years ago and have been doing some pretty heavy-handed refits since 2014 to increase their capacity for lighter and sweeter oils.
The %mix of crude from Offshore Canada going into the Irving NB refinery is quite low so perhaps Come by Chance will be viewed as a way to expand their constraints on import sources.
