Would have about a 0% chance of getting permits. They would have to fill in an inlet killing who knows how many endangered coral species. Just dredging the Port of Miami to make it a little deeper took like 20 years of permits and studies.
Just a little fantasy project that get proposed from time to time. They always seem to be proposed on land that someone else owns.
