Both. JPM is buying unused, but newly created air rights which were created as a result of the new zoning.
And it looks like the floodgates are starting to open.
St. Patricks Cathedral is preparing to present it's plan to sell 1M sf of air rights, once that sale is completed, I would imagine we'll have a new supertall proposal.
