The original plan was to have land acquisition done by the end of 2014, but he told me that getting to first round of offers out took so long that there was no way that could happen.

The LP is doing a 3 day coverage of the bypass. I don't think it's because there is an announcement, I think they have been doing some research and now they are putting it on paper for the average Joe to see.
