Maybe not Harvard specifically, but you raise a fantastic point. What is stopping another developer from picking up where Fortress left off? As long as the site is still in build-able condition, another developer could realistically get the site for pennies on the dollar, and save on digging multiple stories down. A developer would be able to save $5 million+ on the overall project if they could continue Fortress's work. My fear is that the site has sat for too long and will need extensive remediation.
