I'm not sure if that author has ever lived in a high rise.

He claims you shouldn't live above the 5th floor. Because the guy taking the elevator to 5 and the guy taking the elevator to 55 have such drastically different living accommodations...

Also that chance meeting thing is equally silly. What happens when you take the population of a few blocks of single family housing and stack them in a building? Well now they share hallways, elevators, gyms, common space... Sure some residents can keep to themselves, but I would argue in general a high rise increases the chance or meeting strangers by virtue of the increased density.
