Downtown Regina is generally accepted to be: South of the CP main line, West of Broad Street, East of Albert Street and North of College, although most density is from Victoria Ave and North to the tracks. Its a 5 minute drive from the airport.
Many transit routes go through downtown .. ussually 11th and 12th ave. Which makes it easy access to market square.
I don't believe there is a bus linking the city to the airport, so you'd have to rent a car or take a cab.
