Capitol View Corridors 3D KML for Google Earth
 
I was looking for a decent map of Capitol View Corridor height restrictions and ended up making my own from the state law text. Figured I should share it here.

Here's an album with a few screenshots.

You'll notice many buildings poke above the restriction planes slightly. This is probably due to inaccuracies in Google's building polygons and elevations. For example IBC Bank Plaza tops out at 653.3ft according to the site plan--right at the corridor plane--but Google draws it higher at 657ft.
I also may have made mistakes in the coordinate conversion :uhh: Or buildings are actually violating! But that would never happen... (*cough* Waller Intake *cough*)

6/20 update: I added the city-defined corridors too, but the state ones are generally identical or slightly more restrictive. The funny thing is two coordinates specified in municipal code 25-2 are wrong--they appear to be missing digits. As they are now codified, The Enfield Road corridor extends south to Luling and the East Eleventh Street Threshold corridor reaches into Mexico. Talk about government overreach! They were wrong in the ordinance passed almost 30 years ago. :D (it looks like those two corridors are supposed to be the same as the state definitions so that's what I used instead)

Great work! I've been wanting to have something like that for a long time. It could prove to be very useful. I do think the coordinates are off a little though. I believe the view corridors radiate from the base of the dome, rather than the cornice line of the main building.

Thanks! They do mostly radiate from the center of the dome, but the corridor boundaries have a certain width specified (generally 200ft wide at the Capitol end). Where they intersect the building is at the cornice line. You can see it a little better if you just show one corridor at a time:

Also the dome base is specified in the law as 653ft above sea level. I don't know if that elevation needs to be adjusted, I just used that exactly. Here's 653ft according to Google:

You know what, I think Capstar Plaza (1703 W 5th) actually violates the Mopac CVC. I am fairly sure of my coordinates since they match the City's GIS Viewer.

Looking over the building permit, it appears the surveyor failed to do a datum shift from NAD27 to NAD83. Instead they merely converted NAD27 plane coordinates to lat/lon, then lat/lon to NAD83 plane coordinates. I find it fascinating that they would make that error and that the city didn't catch it. (Then again it only blocks a few feet of the vast view from Mopac, so really who cares...)

I seem to have an issue when I open that file with Google Earth, though. Seems like all the view corridors are way higher than what you are showing in your screenshots. Would you have any idea why this would be happening and how to fix? Here's a shot of what mine looks like below:

^The only thing I'm noticing different about your view is that it seems to be using the older satellite images. The one I've got shows the JW Marriott and Colorado Tower, in addition to other new buildings on the other side of downtown. Are you using regular Google Earth? Try downloading Google Earth Pro. It's free now.

SMC - It looks like your land is all flat. Make sure you have the "Terrain" layer enabled. Also in preferences there's an elevation multiplier, you should set that to 1.

However, I kind of like the higher CVC corridors as presented in his screenshot. A lot more could be built and still be in compliance. :)

I've added a kml for the five new corridors recently proposed by Ora Houston. The coordinates are from the resolution which was passed by council last month.

Has anyone noticed that the Hilton Garden Inn is a serious violator of a state CVC and that Sabine on 5th seriously violates a city CVC?

I assume both of those were approved just before the laws took effect (Emporis lists construction dates as 1984). That does diminish the value of those CVCs though!


Btw, the Google Earth web browser version for Chrome supports loading KML files now. There are fewer features in the browser version, but it's convenient if you don't want to or can't install the desktop version.
