I'm not surprised, as Ithaca/Tompkins County is hot in terms if development and population growth right now.

Of course it depends on the numbers being used. here's an article from the Ithaca Voice with a less optimistic view. The declines are noted for a 2014 to 2015 comparison. One must remember that these off year numbers are only estimates. The declines are not very dramatic, but might possibly reflect Tompkins becoming less affordable for many folks:
