JERSEY CITY | 33 Park Ave | FT | 44 FLOORS

$141M residential tower planned for Jersey City waterfront; developer seeking tax abatement

Quote:

A developer is proposing to build a $141 million, 44-story residential tower in the Liberty Harbor North section of Jersey City's waterfront, according to filings with city officials.

The firm, identified in documents as LHN Owner Urban Renewal LLC, is seeking approval for a 10-year tax abatement for the project and is scheduled to appear Tuesday before the City Council. Late last month, council members unanimously approved the project on first reading.

A memorandum on the proposal says the applicant estimates beginning construction this month, with completion coming within two years. If approved, the project would produce an estimated 400 construction jobs and 20 permanent jobs, according to documents posted on Jersey City’s municipal website.

The proposal calls for a mixed-use project with 448 market-rate residential units, 5,290 square feet of commercial space and 544 parking spaces in the waterfront area just north of Liberty State Park, according to the memorandum. Two hundred of the spaces will be reserved for the use of a future hotel that is not part of the application.

While the builder is identified as LHN Owner Urban Renewal LLC, the filings also identify developer Brian Fisher. His Purchase, N.Y.-based firm has built several other major residential projects along Jersey City’s waterfront, including Crystal Point and Liberty Towers.

The project is known as 33 Park Ave. and would sit on what is now vacant land between Marin Boulevard and Saint Peter’s Street, according to the city filings.

Under the proposed tax abatement, LHN Owner Urban Renewal LLC would pay about $1.6 million, or 10 percent of the property’s annual gross revenue, for the first six years. The developer would also pay a $31,200 yearly administration fee and about $78,000 to Hudson County during that time.

In the seventh year, the payment would be the greater of 10 percent of the annual gross revenue or 20 percent of conventional taxes, with a phase-in that would bring the payment up to about $2.8 million by the 10th year, according to the memo.

The developer also plans to dedicate portions of the land for the widening of Park Avenue and Marin Boulevard, among other improvements totaling about $3 million.

The project, which received site plan approval from the city planning board in January, is located in the Liberty Harbor North Redevelopment Plan Area.

Revealed: 33 Park Avenue, Two 44-Story Towers Coming to Jersey City

http://www.yimbynews.com/wp-content/...346646902.jpeg

Back in early September, NJ Biz reported on two new towers coming to the Jersey City waterfront, after “LHN Owner Urban Renewal LLC” sought approval for a ten-year tax abatement. YIMBY now has the reveal for the site, which is actually being developed by the Fisher Organization, and it will rise between Marin Boulevard and Saint Peter’s Street.

High-rise architecture in Jersey City tends to be dominated by simple design and no-frills massing, and the current plan for 33 Park Avenue certainly seems to be par for the course. Two towers will share a five-story podium that will have parking, retail, and additional apartments. Above, the buildings will top-out 44 floors above street level, and a tipster sent along word that Perkins Eastman will be designing.

Phase one of the project will include 448 apartments, while phase two will deliver an additional 452 units, bringing the combined total to 900. At the base, two retail components will total approximately 15,000 square feet.

As Jersey City continues to boom and underused land is rapidly transformed into high-rise towers, encouraging vibrant street-fronts seems to be the city’s biggest challenge. Luckily development seems to be pivoting away from the large podiums that dominated construction until recently, and at least 33 Park Avenue’s will feature a substantial amount of retail space.

There will be a total of 900 apartments, 448 in phase 1 and 452 in phase 2. Phase 1 of the project will comprise of one 45 story residential tower on the western portion of the site and the associated garage, amenities and podium residential units. The rooftop of the podium is programmed as an amenity deck with a pool, seating areas and other amenities. Indoor amenities will be located on the 6th floor of each tower adjacent and connected to the deck. There is 5290 sf of commercial retail being constructed in phase 1 and 9037 sf of retail in phase 2 bringing the total to 14,327 sf. The project will provide residents with a Class A residential experience.

The project is pursuing LEED (Leadership in Energy & Environmental Design) Certification from the US Green Building Council.

Fisher Development Associates broke ground Thursday on a 44-story luxury rental building in Jersey City's Liberty Harbor North district, the company said.

The 448-unit building at 33 Park Ave. will be the first of two high-rises at the waterfront site, with plans also including the development of a 267-room Marriott hotel, Fisher said in a news release. The firm expects to complete the first tower by spring 2017.

Meantime, Fisher said the entire project is projected to generate nearly 1,000 construction jobs and nearly 200 permanent jobs in the rental buildings and hotel.

It’s the latest development in the city for Fisher, which is based in Purchase, New York. The firm has built properties on the Gold Coast including Liberty Terrace, Liberty Towers and Crystal Point.

“Jersey City’s story continues to be written as it grows into a 21st century urban destination where inspired living spaces blend with art, culture, dining, nightlife and public transportation to create a vibrant live-work-play environment for today’s urban professional and creative class,” Brian Fisher, a principal of Fisher Development Associates, said in a prepared statement. “We’ve been a part of this exciting story with previous developments … (and) are delighted to get started on a new signature property that will radiate energy and life while enhancing the urban fabric of the neighborhood.”

Located at 33 Park Avenue between Luis Munoz Marin Boulevard and Seventh Street, the project has been designed by Perkins Eastman and also calls for a host of amenities and retail space. Fisher has retained the Marketing Directors of Manhattan to market and lease the residences.

“This is another step in Jersey City leading the state of New Jersey in job creation which we couldn’t be more proud about,” Mayor Steven Fulop said in a prepared statement. “We hope that Fisher Development will build here for many more years in future developments and the door is open for that.”

Wow, talk about a massive development. It is going to be interesting going back to JC years from now to see that whole vacant land/surface lots area be completely developed into a major urban neighborhood.

I am moving from Washington Heights to the Modera Lofts in JC in July, super excited to see all the changes firsthand in the downtown area.

artspook May 25, 2016 7:23 AM

this is at least, the 3rd set . .
of fat, square, 40-some-story twins, built in JC . .
Two other sets were built, . .
back when there weren't many towers there . .
Well, . . (or, as another forum poster says . . "Welp, . . ")
ya gotta have garden variety housing . .
But when they say, that they "design" these things . .
I do NOT believe them . .

Just fyi to the mods, this should be: JERSEY CITY | 33 Park Avenue | 524 FT | 2 x 44 FLOORS

This is a two tower development. ;)

Originally it was one, but then news came out of two.
