That's because 225 South Sixth in Minneapolis was designed by Steven Freed from I.M. Pei's office. One of the architects working for him left the firm during the design development to join Kohn Pedersen Fox and became the major designer of the Frankfurt tower. The Minneapolis tower pre-dates the Frankfurt tower by about a year. So these two towers really are cousins, though I think the Minneapolis tower is far more elegant.

With the instances of complete and inexecusable plaigerism such as the Liberty Place/Chinese copy and 1 PPG/S. Korean church I think there really should be some legal consequences.

Oh, and by the way, all of Cesar Pelli's buildings look the same, anyway.
