83rd & York Avenue is the same building as The Cielo(307 ft, 27 floors). The 33 floor design was a earlier design.
I don't have a source because I'm the one that origionaly got the 83rd & York Avenue in the diagram. NOTICE that 83rd & York Avenue and the address of the Cielo(York Avenue at East 83rd Street, SW corner; according to emporis) are at the same location. That should be enough to proof 83rd & York Avenue and the Cielo are the same building.
