As most of you are aware of, the Vizhinjam International Seaport project is now at the end of its meticulous, three-year long Environmental Clearance process. A group of vested interests have been engaged in actively attempting to sabotage the project's clearance by raking up baseless allegations of environmental damage and social impact. Their well-funded panel of "experts" has been consistently planting articles in the media to sway public opinion and they have also made their arguments to the EC Committee in Delhi. It's unclear if these vested interests are acting only in their immediate self interest - to hold on to their small resorts - or whether they are aligned with the national and international forces that have been trying to sabotage the Vizhinjam project over the last two decades.

India is the world's largest democracy and we believe that our voice, as citizens who genuinely support the project, should also be heard. Heard so loudly that we drown out the paid "experts", the media spin doctors and the local rabble-rousers.

The Rs.1200 Crore Project by Taurus for Developing Technopark’s Phase III wins Swiss Challenge (http://t.co/fvMoowdiy7)
Technopark’s Swiss Challenge bid inviting developers to counter the original proposal submitted by Taurus Investment Holdings and its partners Hansji Corporation and Rose Global LLC to create a business district in technopark Phase II has found no takers. With the extended deadline for submitting bids ending on Thrusday, Taurus Investment Holding’s bid with a foreign direct investment of around Rs.1,200 crore will become one of the single largest offers by a US-European entity for Kerala.

M.Vasudevan, senior business development manager,Technopark, confirmed that there were no takers when the Swiss Challenge bid was closed on Thursday evening.”According to terms of the Request for Proposal published, the original proposer has the right to get the project. The technical committee of the board has to decide and recommend this to the government. It will then be the discretion of the government.” A senior Technopark official said.

Boston based real estate firm Taurus Investment had submitted a proposal to develop around 2,500,000 sq.ft of built-up space on a 90-year lease in January. Three developers-Infrastructure & Financial Services (IL&FS), Lulu Group and Infrastructures Kerala (INKEL)- had expressed interest in the project.”At the pre-bid meeting, IL&FS appeared keen on the project, but it did not submit any bid. INKEL and Lulu Group had written to us, seeking an extension on the first bid due date, September 24. Despite granting a one month extension till October 24, they have not submitted any proposal.” the official said.

Taurus has developed over 2 crores sq.ft commercial and residential space across eight countries in three continents. The company directly manages over Rs.12,000 crores of assets that include knowledge parks in the US and Argentina. Together with its partners, Hansji Corporation and Rose Global, Taurus has proposed to develop 2,500,000 sq.ft of world class facilities with an investment of over Rs.1,200 crore. Anchoring the development will be 15 to 20 lakh sq.ft of IT office space, which will provide employment to over 20,000 IT professionals.

The rest of the project will be made up of hotels, shopping facilities and a convention centre.The proposed investment is the single largest by a US-European firm in Kerala and is widely expected to serve as a major endorsement of Kerala as an investment destination for international firms. Technopark has one of India’s biggest technology office clusters with more than 42,000 IT professionals working in over 300 companies, including some of the biggest names in the industry.

Thiruvananthapuram, the city where I was born and where I spent the first two decades of my life, is still the place closest to my heart even after having spent over a decade in metropolises across India and the world. Sifting through the experiences, memories, joys and disappointments of my relationship with this ancient, yet modern city, I feel pride, hope and excitement, albeit tinged with a pinch of concern.

A capital city and centre of commerce, knowledge and culture long before there was a country called India, Thiruvananthapuram often evokes close parallels with the two cities that I have grown to like in the recent past — Cambridge in Massachusetts, U.S., and Munich in Germany. All three share certain characteristics — rich history, the confluence of knowledge and culture and the magic combination of relative serenity and cosmopolitanism. In this similarity is where I strongly believe Thiruvananthapuram’s past leads to a vibrant future.

With over a dozen international-level research and educational institutions and dozens of colleges, Thiruvananthapuram is one of India’s leading knowledge hubs that attracts tens of thousands of bright young people, who are India’s most valuable national resource. The experience of Cambridge, which has the world’s top two universities — the Massachusetts Institute of Technology and Harvard — and has long been a destination to which the world’s top companies and researchers flock, is a roadmap for Thiruvananthapuram to follow. The development of both India’s space nerve-centre and Kerala’s IT hub, Technopark, in Thiruvananthapuram is a great indicator of the ever-evolving knowledge ecosystem in the city. In the future, the ambitious Knowledge City project, together with the continuing evolution of the city’s IT cluster, will drive its economic growth and draw hundreds of thousands of the best minds from across India and the globe.

Another sector with immense potential is logistics, where the Vizhinjam port project is, quite simply put, a unique strategic advantage that can put Thiruvananthapuram at par with the great port cities of the world.

50 years late

When I showed the site of the Vizhinjam project and explained its natural advantages to the chairman of my company, a scholarly European gentleman with six decades of global business experience, his first question was why we had not developed the project 50 years ago? While it helped make him an evangelist of Thiruvananthapuram’s attractiveness for global businesses, his question is symptomatic of what concerns me most about our city.

Thiruvananthapuram is probably the most neglected State capital in India. Where other capitals find projects and funding heaped on them, our city often has to fight for scraps. Successive governments have considered the capital a useful commodity but never a place to focus on. Except a few like Union Minister of State for Human Resource Development Shashi Tharoor and the former Minister M. Vijayakumar, few leaders have championed our cause.

In the end, the blame falls on us, the citizens, for not demanding more. If we do, the city’s few serious ills like the waste management crisis may find timely resolution. This means putting development at the front of election agendas. A single-minded dedication in how we cast our votes and how we question those we elect is necessary to ensure tangible changes and to prevent the constant “transfer” of projects to other parts of the State.

As a student of modern urban planning, I find the fact that our city and its metropolitan area have no coherent development plan nor integrated development authority as shocking and I hope that this is addressed soon. Thiruvananthapuram also needs significant social and urban infrastructure development to cater to its growth.

With all of this in place, the city of Anantha is well placed to put itself on the map of the world.

The utility has conceived it to make a different architectural statement

As supplier of a liquid indispensable to life on the planet, the Kerala Water Authority (KWA) should know how important safeguarding the environment is. Construction, taken for granted by much of humanity as a seemingly innocuous act, has a deleterious impact on the ecosystem — from precious groundwater to the atmosphere.

Hence, when a water utility decides to construct a building, it has to be doubly conscious about the need to minimise the impact on the environment. On this score, the authority, it seems, has taken a step in the right direction.

In construction, green is the new black, and the authority has decided to construct a green building for its headquarters, right in the heart of Thiruvananthapuram.

The city is gradually seeing an increasing number of structures built to the specifications of the green building concept. A few have even won the Indian Green Building Council certification.

The utility’s present headquarters building in the city can only be described as nondescript. The authority itself has been undergoing a few sweeping changes in its functioning, and it is only natural that a new building was thought of.

The tender process for the 11-storey building, each floor having an area of 10,000 square feet, is in the final stages. Construction is expected to be completed by 2015, Ashok Kumar Singh, Managing Director, KWA, says. The sister concerns of the KWA, including Jalanidhi, will be shifted to the building.

The building will house the proposed central control unit of the authority, Mr. Singh says. The unit will give an entirely new dimension to the way in which the utility goes about its daily functions. It will be from where the utility’s top officials and its think-tank will manage the State’s water resources, monitor water supply and other issues round-the-clock, all this with the help of the latest technology that is being adopted. And to think that all these will happen in green settings.

As for the green character of the building, G. Shankar, architect of the Habitat Technology Group, says the structure is part of an effort to “make a different architectural statement.”

Cost and energy efficiency and eco-friendliness will be the criteria for selection of material and technologies. The building will have a passive solar lighting design, in which windows, walls and floors are made to collect, store and distribute solar energy, avoiding use of mechanical and electrical devices to the maximum extent possible. The main building will be oriented not to face the sun directly, remaining in the shade. It will let in as much light and air as possible through natural means.

Green terraces will adorn various parts of the building at different levels. The building will come up in such a way that the land “will not be hurt” at all, Mr. Shankar says.

“We will be taking the terrain as it is since the building is designed to suit the terrain,” he says. With water and energy efficiency being crucial in determining the “greenness” of the building, its storm-water and grey-water management will be unique. Sensors and similar fittings will ensure minimal use of water for actions such as flushing, while the water will be recycled grey water from an internal treatment plant.

The walls will be of compressed mud blocks with use of cement being minimal.

“It will undoubtedly be a different architectural statement,” Mr. Shankar says.

Carl Zeiss on track for revamping Priyadarshini Planetarium

For almost a year, the fluctuating euro threatened to derail a dream project envisaged for the city.

In January this year, when the euro fetched Rs.70, the Kerala State Science and Technology Museum (KSSTM) had finalised the German company Carl Zeiss for the modernisation of the Priyadarshini Planetarium here.

In the months that followed, the value of the euro rose alarmingly, even crossing Rs.90, spelling doom for transnational purchases such as this one.

Months of deliberation and near-withdrawals later, there is confirmation. In fact, the pieces are literally coming together now, in Germany, ever since the KSSTM issued the letter of credit to HDFC Bank on November 6. This letter of credit or documentary credit validates the deal with the bank bearing the responsibility to pay the supplier the value of the goods shipped as long as the documents and the stipulated terms are complied with.

Payment

It was possible for the KSSTM to go ahead with the payment because they did not have to deposit the entire amount of 13 million euros in one go. Payment has been split into transactions after discussions with officials of Carl Zeiss in October – 10 months since the contract was signed.

Carl Zeiss had first requested that the three LCs be issued simultaneously – one bearing 60 per cent of the amount to be released after completion of works there; one marked for 30 per cent to be released after shipping; and the third for 10 per cent which they could avail of only after the guarantee period of two years since installation.

With the transactions now being carried out one after the other, the KSSTM has earned some breathing space with Rs.6.7 crore being utilised from the this year’s budget of the agency, instead of over Rs.11 crore (total). The cost was initially pegged at Rs.9.74 crore. The remaining will be paid utilising next year’s budget, KSSTM Director Arul Jerald Prakash said.

Deadline

The deadline is October 6, 2014 – 11 months since the first LC is issued.

Mr. Prakash said there was a good chance that Carl Zeiss would complete the work much ahead of this date, and the people of the city would be able to enjoy the state-of-the-art features of the ‘Starmaster Hybrid’ planetarium as soon as next Onam. A much-larger 17-metre diameter dome, this version would provide an enhanced experience through the company’s optical-mechanical projector. Their website describes this model as one equipped with LED illumination and a ‘Spacegate Nova’ system that consists of nine synchronised video projectors for greater accuracy.

Aside from the astronomy-inclined aspects, the IMAX screening capabilities and a ‘Kerala Panoramic 2D’ feature showcasing scenic locations in the State are the other components of the agreem

German kids’ science lab to come up in capital
Presiding over the function, V.N. Rajasekharan Pillai, executive vice-president, Kerala State Council for Science, Technology and Environment, said efforts were on to work out a better collaboration between institutions in India and Germany in areas like climate change, laser technology, and nano science.

He said the Kids’ Science Laboratory, an educational project popular in Germany, had completed a pilot run in Kerala this year.

The project, designed to provide children with an opportunity to explore and understand science through fun-filled activities, is slated to come up at the Kerala State Science and Technology Museum here. “It will be the first Kids’ Science Laboratory outside Germany,” Prof. Pillai said.

Rs.130-cr. facility uplift at Thiruvananthapuram international airport
The Airports Authority of India (AAI) has kicked off Rs.130-crore works aimed at creating a slew of facilities at the international airport in Thiruvananthapuram.

A parallel taxiway, an isolation bay, an aerobridge and an apron in the international terminal, a ‘turning pad,’ and expansion of the security hold area in the domestic terminal are part of the development drive initiated by the AAI.

The facilities being introduced were cleared at a high-level meeting held in the capital city on December 24, and later approved by the Union Civil Aviation Ministry at the initiative of Union Minister of State for Civil Aviation K.C. Venugopal.

The process for awarding the works was at various stages, and would be completed in 14 to 24 months, Airport Director V.N. Chandran told The Hindu.

The parallel taxiway being constructed at a cost of Rs.70 crore will enable the aircraft landing here to vacate the runway swiftly.

At present, the runway occupancy of the aircraft is eight minutes.

There exists a 543-metre parallel taxiway from the runway to the new terminal set up on the city side. In addition to this, a 1,595-metre-long parallel taxiway will be set up. An isolation bay of 18,463 sq m will be set up for parking aircraft in case they need to be isolated during emergencies such as bomb threat.

Aerobridge

The international terminal will get a fourth aerobridge at a cost of Rs.20.98 crore. This will help avoid the rush during the peak hours in early hours of the day. The aerobridge work has been awarded.

Two ‘turning pads’ will be created on either side of the runway so that medium aircraft do not have to go to the end of the runway to reach the parking bays.

This will allow a quick exit and save valuable time. It will also reduce the occupancy time of the runway. The turning pads will come up on the sides of the Runway 14 and 32 at a cost of Rs.15.77 crore.

The additional apron on Bay 23 on the international terminal side will be taken up at a cost of Rs.14 crore. The target is to complete it in 14 months. In the domestic terminal on the Shanghumughom side, the security hold area is to be expanded at a cost of Rs.10.36 crore. An additional 770 sq m area will be created as security hold area.

As civil works are involved, barricading will be needed as per the norms of the Bureau of Civil Aviation Security. The summer schedule that begins in March will see the rescheduling of some flights
