The provincial government's Lower Churchill hydro plan moved another step forward Tuesday, with Premier Danny Williams announcing more regulatory moves on behalf of Newfoundland and Labrador Hydro.

And in doing so, Williams touted the proposed hydro project as a strong step towards Canada cutting greenhouse gas emissions.

Tuesday, Williams announced the province has filed an application with the New Brunswick System Operator for the right to wheel long-term transmission through that province's grid system under what's being deemed the Maritime option.

That plan would allow the Maritime provinces and the northeast United States access to Lower Churchill power, which is expected to flow by 2015. Project sanctioning is anticipated in 2009. Total cost of developing both Gull Island and Muskrat Falls as part of the Lower Churchill project is between $6 billion and $9 billion. The development has been formally registered with the respective federal/provincial environmental regulatory agencies.

While the province is also keen on another option: seeing power wheeled through Quebec and into Ontario, the premier said the focus now is on the Maritime option.
