The city of North Oaks (http://www.cityofnorth-oaks.com/) (pop. 4,000) is about 10 miles north of downtown St. Paul. It is unique in that it is a private city incorporated in 1956. The legal government is the homeowners association, called North Oaks Company, which also manages the city's parks and recreation areas. All the streets are privately owned. Wherever possible, roads and homes are built to leave the topography, drainage, woodlands, and wetlands undisturbed.
Because the Supreme Court has ruled that certain Constitutional freedoms do not apply on private property this raises some interesting questions.
