Carlisle, an old colonial town, has been seat of Cumberland County since 1751. It is situated in the center of the Cumberland Valley, just west of Harrisburg. It was incorporated as a borough in 1782 and much of the town's architecture dates to the American Revolutionary and Civil Wars.

Carlisle was once home to the Indian Industrial School. Later it became the Carlisle Barracks, designated the oldest U.S. Army post in the nation. Today is serves as the U.S. Army War College.

Carlisle is home to Dickinson College, and the separately run Penn State Dickinson School of Law. Both are two of the oldest institutions in the nation.
