This Gothic Revival Tower and Arcade, proposed by Edwin Grove, started construction in 1926 as an indoor shopping mall and office tower, the heart of a new city center. Grove’s death and the Great Depression caused the tower to be built lower than he foresaw. The arcade was restored in 2002 to it's original use as an indoor mall, with housing and offices in the upper stories.
