Mubarak tower is to form the centrepiece of "Silk City", a planned city that's currently being considered by the Kuwait government. If built, the entire city will house 700,000 people and will be connected to the existing Kuwait City by a bridge.

The whole city is to take 25 years to complete with the first phase that includes the tower to be built over the next 7 or 8 years.
