Description The building was approved in the early 1970s, but due to cash flow problems construction was delayed. It was only completed in 1979, but sitll uninhabitable to avoid paying rates. Its completion didn't occur until 1981 and remained largely unlet until the mid-1980s because of its unattractive design and poor location.
